1. The Republican Party is in the majority, and the Democratic Party is on the decline. 2. He wants to maintain those majorities and for members of his party to remain unscathed by taking difficult votes during is roughshod administration. 3. Executive orders prevent him from fulfilling his constitutional role of Chief Legislator and actually proposing legislation. 4. There is no plan or vision for the country; regardless of his upcoming "Address to the Congress." 5. The media and the administration are selectively choosing which orders to emphasis or go along with. Let us not forget the first one was to "Ease the Burden of Obamacare." It is because that is a 32 million person problem which they do not want to address; as oppose to a 3.3 million Muslim one.
